Background and History of the Euromethod Project

The following questions will be covered:

Project History

The Euromethod project has been running since November 1989. This was the start of Phase 1 where the European Member States got together with the European Commission and agreed on the essential requirements.

This provided the basis for Phase 2, a Euromethod feasibility study, funded by the European Community, which ran from May 1990 for about 8 months. The study concluded that the need for Euromethod was a real one and recommended a high level structural model on which the development of Euromethod should be based.

The Euromethod Phase 3 which started in the summer of 1992, was a very large step and to control it better, it was split into Phase EM 3a and a possible further phase. Phase 3a is now completed with the initial version of Euromethod as a result.

Projekt Organisation

The Euromethod project is funded by the European Commission on behalf of the European Member States under the sponsorship of the Public Procurement Group (PPG), a pan-European grouping of public procurement bodies. The project has been performed by the Eurogroup consortium, consisting of 10 partners from 8 different Member states:

There are other companies which are associated partners to this consortium:

A multi-national project team, drawn from the members of the consortium, has produced the initial version of Euromethod. In doing so, the project team called upon a pool of expertise made up of specialist consultants and people from the academic community.

Prior to the release of the project deliverables, they have been subjected to a quality assurance process. This has been undertaken both from within the consortium and from a board representing the European Commission and Member States (Euromethod Programme Management Board, EMPMB) established by the PPG. The European Commission controlled whether the deliverables and progress were according to the contract.

Last but not least, in some countries National Euromethod Fora have been set up, made up of representatives of users, software industry, government and universities, to judge the deliverables of Euromethod from a national point of view.
