| The acquisition strategy
is elaborated within a risk management framework. A risk is the possibility
of exposure to the adverse consequences of future events. Risk management
is a systematic approach to reducing the probability of risks and limiting
the impacts of risks.
Risk management contains
the following sub-processes:

analyses, evaluates, assesses, estimates the risks

Risk management planning: plans
the risk management actions

Risk monitoring: tracks, controls,
monitors the risks and the risk management actions
In ISPL, the risk mitigation
strategy selection is performed using a flexible problem-solving approach
called the situational approach. This aims to improve the effectiveness
of the acquisition process by tailoring it to each problem situation. A
tailored acquisition process is one that maximises the chances of achieving
an acquisition successfully, while minimising the risks and costs. In the
situational approach, risk mitigation strategy and delivery plans are adapted
to the situation, its complexity and uncertainty.
Delivery planning consists
of several techniques that lead to the creation of the delivery plan within
a risk management.
This book explains the service
description and planning activities and their results. These results are
included in the request for proposal, tender response and contract,
refer to the ISPL books on Managing Acquisition Processes and on Specifying
Deliverables. It should be read by the contract authorities and service
authorities from both the customers and the suppliers.
