This book intends to reach a target audience consisting of contract authorities of public organisations in Europe. Since it is designed especially for the public sector, it provides guidelines at a rather high level; those who operate at a more detailed level should refer to the other books of this series that deal with such problems and solutions.

The annexes of this book include the EC regulations for public procurement - is a simplified presentation of the most current legislation for public procurement in Europe to date, set out under separate headings for easy reading - and the Model contract notices - the models necessary for publication of contract notices in the Official Journal of the European Communities.
